Blake A. Heinman, 19, of Greenport was arrested and charged with misdemeanor DWI on June 29. At 2:47 a.m., Quogue Village Police observed the driver failing to stop at a stop sign and pulled him over on Quogue Street. An investigation determined that he was intoxicated, police said. Heinman was held and arraigned later that morning in Quogue Village Justice Court. Johan Moraxtitla, 20, of Southampton was arrested and charged with misdemeanor DWI on June 30.
